Any publisher engaging in the following practices faces immediate campaign termination and total payout forfeiture:

• Synthetic Voice AI & Robocallers: Any non-human simulated voice, deepfake caller, or automated dialer simulating homeowner inquiries.
• Incentivized or Paid Callers: Offering micro-tasks, gift cards, cash incentives, or survey payments to individuals to dial campaign phone numbers.
• Misleading Creative & Trademark Infringement: Impersonating official utility departments, FEMA relief agencies, or brand-bidding on proprietary competitor contractor names.
• Caller ID (ANI/CLI) Spoofing: Rotating falsified caller IDs, invalid numbers, or VoIP spoofing tools to bypass geo-filters.
• Unapproved Sub-Affiliates: Brokering or sub-licensing tracking numbers to secondary third parties without prior written compliance approval.

• Authentic Inbound Intent: Caller must be a genuine property owner or tenant requesting an immediate estimate or emergency service in the advertised coverage zone.
• Transparent Disclosures: Landing pages must clearly display marketing agency disclosures, state coverage notices, and full TCPA consent language.
• Call Recording Notices: Callers must receive automated two-party recording notifications where required under US state telecommunications law.
• Quality Metric Benchmarks: Publishers must maintain dispute rates below 3% and valid connection ratios above 80% to preserve prime tier status.
